EO 14413 accelerates United States quantum research, commercialization, infrastructure, workforce, and national-security capability. EO 14412 addresses the cryptographic-security consequences of advancing quantum capability by directing migration toward post-quantum cryptography. Read together, they create a single condition with two faces: public policy accelerating the capability and public policy defending against it, on the same national clock.
This Framework occupies the operationalization layer. It converts the described obligations of roughly fifty instruments across five jurisdictional systems into RACI structures, lifecycle procedures, control catalogs, and audit evidence — and it supplies the novel governance layer that no instrument describes at all.
